Process Overview
Licence Categories
Under a licensing regime you will be allowed to handle ganja for medical, scientific and therapeutic purposes.
What Licence Category are you applying for?
Cultivator Licence
Cultivate land with ganja for medical, scientific and therapeutic purposes.
Tier 1
Cultivate up to 1 acre (4,047 square metres) of land with ganja for medical, scientific and therapeutic purposes.
Tier 2
Cultivate between 1 and 5 acres (4,047 – 20,235 square metres) of land with ganja for medical, scientific and therapeutic purposes.
Tier 3
Cultivate over 5 acres (20,235 square metres) of land with ganja for medical, scientific and therapeutic purposes.
Processing Licence
Process ganja for medical, scientific and therapeutic purposes, including the manufacturing of ganja based products
Tier 1
Process ganja for medical, scientific and therapeutic purposes, including the manufacturing of ganja based products, in a space of up to 200 square metres.
Tier 2
Process ganja for medical, scientific and therapeutic purposes, including the manufacturing of ganja based products, in a space of over 200 square metres.
Retail License
Sell ganja products for medical, scientific and therapeutic purposes- or provide therapeutic or spa services.
Retail (With facilities for consumption)
Sell ganja products for medical, scientific and therapeutic purposes with a space for immediate consumption by consumers.
Retail (Without facilities for consumption)
Sell ganja products for medical, scientific and therapeutic purposes.
Therapeutic
Provide therapeutic or spa services utilising ganja products.
Transport License
Transport ganja between two Licenced premises in an approved motor vehicle.
There is no Sub-category in Transport.
Research and Development License
Assessment, study, research, development and testing of cannabis plant products.
Experimental
Undertakes all activities involved in the assessment, study, research, development and testing of products derived from all or any part of the cannabis plant, including the analytical services for own use.
Analytical Services
Provide commercial services exclusively for the determination of any or all of the constituents, characteristics, quality or safety parameters of cannabis or cannabis products by accepted and/or accredited methods.
Determine your eligibility
The Authority outlines criteria that must be met by applicants. Individuals, companies and cooperatives can apply if they meet the following criteria:
For cultivation only.
Must be an ‘ordinarily resident’ - (living in Jamaica for three (3) or more years).
The Regulations also clearly outline companies whose directors meet this criteria:
- Persons convicted of offences specified in:
- Schedule 3 of the Criminal Records (Rehabilitation of Offenders) Act, 2014
- Sections 92 and 93 of the Proceeds of Crime Act
- Persons convicted of offences, not included above, under the Dangerous Drugs Act for which 10 years has not passed since the completion on the sentence, and during that time the person has not committed an offence involving violence or dishonesty
- Persons convicted of other offences, not included above, for which 5 years has not passed since the completion on the sentence and during that time the person has not committed an offence involving violence or dishonesty
- Any person convicted of a similar offence overseas
For cultivation only.
Must be registered with the Companies Office of Jamaica (COJ) with ‘substantial’ ownership and control by persons who are ‘ordinarily residents’.

Must have proof of registration or evidence of an application for registration.

A separate application form and set of documents are required for each category of license for which you are applying.

Survey Diagram
Of property and/or premises showing all distinct areas (with dimensions and partitions), including, but not limited to - entrance/exits, receival/loading areas and storage areas. Diagram does not have to be drawn to scale and should be on a single 8 ½ x 11 (letter-sized) paper

Fees Payment
A non-refundable processing fee must be paid (per license being applied for) at the time of submission in order for your application to be processed. Payment can be made to the Authority in cash, by credit card or by cheque payable to the Cannabis Licensing Authority. Annual Licence and other fees are payable on approval of your Licence.

Submit your Application
You can choose you preferred submission method, either through the online portal or by presenting your filled form in one of CLA’s offices.
Once your application form and any relevant supporting information/documents have been completed, signed, stamped and certified where required; submit your application using the portal (or visiting the CLA offices), along with your relevant fee payment.

Once your application is completed and payment received, the CLA will initiate its due diligence process:

Collect your approved document(s)
Once the review and assessment process has been completed and the CLA Agreement finalised; the Authority will notify you that your application for your Cannabis Licence has been granted and that you may visit CLA to collect your document.
1 weekIn order to maintain your licence, you must adhere to the general terms and conditions governing the licensing of ganja activities. This is in addition to the specific terms and conditions of the licence that you hold
